# Silo Resolution Policy

Silo resolves access interruptions through verified records, not through disclosure of sealed source material.

## Resolution Scope

Resolution may apply when a controlled access state cannot be opened, a citation record cannot be verified, or a public surface appears to expose sealed material.

## Required Identifiers

Resolution requests should include the work hash or access id, offer id when available, issued record id when available, timestamp, client type, and a concise failure description.

## Exclusions

Do not send private keys, seed phrases, passwords, local paths, encrypted record keys, private Silo source material, or secrets.

## Current State

Live settlement is inactive unless a Silo endpoint explicitly reports live mode and returns a completed authority grant.
